I am not filing this as a bug because it might turn out to be a feature. :-) However,

Should deleting a tag not remove the group based on it? I think it should, because the presence of the group makes the user believe that the deleted tag still exists.

I agree it is a bug. It is fixed for 1.0.2. This is the kind of thing that could definitely go to Bugzilla. Thanks for finding it.
